Social Inclusion and Community Activation Programme (SICAP)

The Social Inclusion and Community Activation Programme (known as SICAP) is the national local community development and social inclusion programme.  It provides social inclusion supports to individuals and community organisations.

The Social Inclusion and Community Activation Programme (SICAP) 2018-2023 is co-funded by the Government of Ireland through the Department of Rural and Community Development and the European Union.

SICAP Community Supports*

The Social Inclusion and Community Activation Programme (SICAP):

  • Supports communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues
  • Builds the capacity of Local Community Groups
  • Aims to develop more sustainable communities

We support local communities and groups to identify and address social inclusion and equality issues.

We provide advice and support in relation to:

  • Setting up a community group
  • Accessing funding
  • Hosting a community event/meeting
  • Developing governance skills
  • Planning for the community
  • Doing community research and consultation
  • Establishing, sustaining or growing a social enterprise

A commitment to collaboration and working in partnership underpins all our community development activity.

PAUL Partnership implements SICAP in partnership with 9 community-based organisations – Limerick City CDP, Moyross Community Hub, St. Munchin’s Community Enterprise Centre, Limerick Island Community Partners, Garryowen Community Development Project, Our Lady of Lourdes Community Services Group, Southill Hub, Tait House and the Learning Hub Limerick.
